i_eronЯ и раньше знал, что евгеника, идея о целенаправленных усилиях общества на улучшение человеческой генетики, была популярна в протестантских странах в первые сорок лет двадцатого века и сильно влияла там на политику. И что массовая насильственная стерилизация неправильных людей проводилась не только в Германии, но и во многих других странах. И что кое-где это тихой сапой продолжалось почти до нашего времени. Но то, что все вот эти люди, оказывается, были убеждёнными сторонниками, мне всё равно показалось удивительным.
В первый раз евгеника обрела широкую популярность в десятилетие перед первой мировой войной. Герберт Уэллс убеждал, что дети, которых люди приносят в мир - это не более их частное дело, чем микробы, которыми они заражают других людей. И что умных надо заставлять плодиться между собой, отправляя неудачные результаты в камеры смерти. Уиллиам Беверидж, будущий папа английского послевоенного социализма, уже в 1909 году прогрессивно считал, что доброе государство должно взять на себя заботу о безработных неудачниках, причём забота должна вкючать благотворный запрет на право голоса и право иметь детей.
Говорят, Уильям Йитс и Вирджиния Вулф одобряли евгенику, а вот иезуитски образованный Джеймс Джойс - нет.
Бертран Расселл, философ, социалист, гуманист, пацифист и либерал, поддерживал евгенику и расизм, но не особенно энергично. Но увы, сторонников евгеники хватало во всех партиях. Снобизм аристократов и страх рядовых англичан перед угрозой дестабилизации от размножающейся нечисти сочетались с евгеникой не хуже. Бывший премьер-министр Артур Бальфур и будущий - Уинстон Черчиль - были "за".
Умный Черчилль сменил глупого Гладстона на посту министра внутренних дел в 1910 году и тут же принялся энергично пробивать законы по очистке нации от глупцов. Главным соображением для него, наверное, было националистическое - благо Англии (понимаемой, как нечто цельное со своей судьбой и может, даже волей) под давлением со стороны быстро растущих конкурентов. Что, если через поколение в Германии будут только умные-здоровые, а Англия будет всё ещё засорена глупыми-больными?

К счастью, у глупых нашлось в парламенте достаточно защитников, которые думали, с разной степенью убеждённости, что с рекоммендациями учёных тут что-то не так. Традиции индивидуальной свободы, видите ли. Защитники эти тоже были самых разных политических партий, всякие либертарианцы, гуманисты, светские, религиозные - глупцов и мракобесов всюду много. Католическая церковь была против. У этой огромной организации - свои зигзаги в области морали, но они очень медленные, так что она часто не поспевает за духом времени. Вот и в этом случае она оказалась против прогрессивной науки и интересов нации. Замечательный Гилберт Кийт Честертон, самый знаменитый из противников евгеники, написал, что её сторонники "сумели сочетать твёрдость в сердце с мягкостью в голове". Кажется, это лучшее, что сказали о первой половине ХХ века.
Вторая волна популярности евгеники выросла из кризиса 1929 года. Тогда стало казаться, что общество не может позволить себе все эти толпы бессмысленных людей. Такие разные люди, как Артур Невилл Чемберлен, консервативный премьер-министр, и Джон Мейнард Кейнс, самый почитаемый экономист-государственник всех времён и народов, были важными сторонниками евгеники. Точно так же и теперь, когда законы о насильственной стерилизации стали нормой в передовых странах, поражённая кризисом Англия сумела всё же избежать этого. Жирафоподобная католическая церковь всё ещё была против. Либеральные, гуманистические и индивидуалистические идеи были теперь широко распространены. Жестокость уже не была так популярна, возможно, в память о погибших в прошлой войне. Смысл и последствия евгеники были широко обсуждены поколение назад и "неинформированная благонамеренность" стала реже. Лейбористская партия стала массовой и вдруг сообразила, что не должна поддерживать политику, лишающую её электората. Это называлось - евгеника, как форма классовой войны против рабочих классов. А в 1938 году начали просачиваться известия о результатах применения законов о стерилизации в Германии. Дух времени стал меняться.
